I am sure Scrubber comes from Tamworth in the West Midlands.
I heard this mentioned before about him, might be wrong but 80% sure as i was talking to a few promoters about him, and that area was brought up.
Also WrestlingUK.com will have profiles up very soon of Scrubber, Rasputin and Skull Murphy.

I know in the late 80's early 90's Scrubber was often billed as The UK Earthquake.
